EU PROPOSAL TO EXTEND ISPM15 TO INTRA-COMMUNITY MOVEMENTS OF WOOD PACKAGING MATERIAL

In order to protect the European forests from invasive pests, most recently evidenced by the spread of pine wood nematode out of Portugal, the EU is seeking the views of Member States to a proposal that all wood packaging material moving within the EU be ISPM15 compliant.

The Forestry Commission has sought the initial views of TIMCON and will be involving all interested parties, as appropriate.

TIMCON has responded immediately and there will be a continuing dialogue on this most important matter.  In addition, Arthur Jenkinson of CHEP (a member of the Advisory Council of the UKWPMMP) has submitted his views and concerns regarding the effect on closed loop pallet pools.

In response to the initial concerns expressed by TIMCON, there are already proposals to consider marking pallets and packaging as "UK only" as a means of avoiding having to heat treat wooden packaging that will remain within the UK.

TIMCON will be liaising with FEFPEB, who will be directly giving the views of the European pallet and packaging industry to the relevant EU Committee.

There is no doubt that this is a serious proposal, and it is vital that our industry is heard so that the most appropriate decisions are taken by the European Commission, which balances the need to protect forests with the practicability and effectiveness of proposed regulations.

TIMCON will keep its members informed as well members of the UKWPMMP.  In addition to surveys, TIMCON will call a meeting at the earliest opportunity so that members can air their views.  It is likely that the next TIMCON General Meeting will be devoted to this critical and urgent subject.
